초록

The immigration policy has been changed and developed over a long period of time. In particular, the population of most advanced countries has been on the decrease, because of the low birth and the aging society. The decrease in population is bound to lead to the decrease in production and consumption and then to the increase of young unemployment rate. As part of making up for the decrease of workforce in the wake of the decline of population, there will be a way to import foreign labour force. This may work for a short-and-mid term but it will be very difficult to be the defining solution. To increase the birthrate or extend the age of retirement will lead to promoting the number of population and supplementing the workforce, but it is not so simple. Although the foreign workforce is introduced, a certain number of foreign workers should be employed by adopting the circulation and replacement system. The future immigration policy is required to be approached from a perspective of migrants’ social integration beyond the methodology of border control and sojourn management. The immigration policy,in the past, focused on restriction and control. Meanwhile, today it has been changed into the complex immigration policy which should include service supply and economic effect. We live in the world which has a symbiotic relationship with migrants. The immigration policy plays an important role in promoting such circumstances, and therefore the multicultural policy should be approached in light of immigration policy.
