초록

In its focal point this paper investigates the issue of political subjectivity of various minority groups and their capacity to exercise human rights. Hannah Arendt’s “A right to have rights” constitutes particularly inspiring vision which emphasizes apparent links between democratic participation in the political process and human rights. The universality of human rights often remain in concord with socio-political particularities. Furthermore, as this study argues, the human rights should not be comprehended as naturally given but rather be seen as a construct of social and political circumstances. Thus, in this context, an appropriate account of human rights across socio-political borders needs to be thoroughly researched and assessed. The immigrants communities are the classical example of social groups which are able to establish self-identities in the process of participating in communication of social and political nature. Also,they can achieve new identities through a formation of commonworld. The true multi-cultural democracy can be only created by inclusion of outsiders and minority groups. Their participation can,but doesn’t have to, provide new meanings to these communities as well as help to advance democracy in general.
