The purpose of this study is to explore the theoretical basis and practical requirements for designing undergraduate liberal arts courses based on the necessity of multicultural education as civic education in the multicultural era. To this end, this study examined the mission and direction of civic education in the context of the university's mission, and explored the conditions of undergraduate multicultural education. In addition, as a theoretical basis for the design of undergraduate multicultural education courses, discussions on global citizenship as the goal of multicultural education and citizenship in the multicultural era were examined. Next, by examining at what level the multicultural education area is understood and implemented, in terms of the system, the cognitive level(knowledge and information), the affective level(change of values and attitudes through communication and reflection), and the practical level( solidarity and growth), a step-by-step approach model for multicultural education in terms of content, and a multicultural-friendly attitude of instructors and requirements for lecture culture in terms of operation. It is expected that the results of this study will give implications for the design, establishment, and implementation of undergraduate liberal arts courses as civic education in the multicultural era.
