초록

다문화, 다중언어 사회로 진입하는 한국에서 여전히 언어정책은 단일언어주의 사고를 벗어나지 못하고 있다. 이는 다른 언어와 문화를 학습하고 사용하는 개인과 집단의 타자(성)을 인정하지 않음에 따라 차별의 문제를 야기할 수 있으므로 변화가 필요하다. 본 연구는 한국 사회의 지배적인 단일언어주의 시대풍조로 형성된 언어정책의 근본적 변화를 모색하고자 ‘링구아 프랑카’와 ‘트랜스링구얼’ 학술 담론을 고찰한다. 공통의 모국어와 문화를 공유하지 않는 사람들 간에 접촉어로 사용되는 링구아프랑카의 기존 연구에서 대화 참여자들은 원활한 상호 협상을 위하여 다양한 화용 및 담화 전략과 태도적 자원을 사용한다. 또한 다중언어화자들은 보편화된 언어적 지식에 의존하기 보다는 연속적으로 언어 간 경계를 넘나들며 다양한 기호적, 생태적 자원을 활용하는 트랜스링구얼 실행을 보여주는데, 화자 간 상호주관적 규범 속에서 의사소통이 이루어지는 것을 확인할 수 있다. 서로 다른 문화와 언어가 교차하는 현장에서 드러나는 언어의 혼종적이고 다차원적인 속성에도 불구하고, 국내에서는 여전히 단일언어주의 언어 정책과 시험이 집행되며 획일화된 규범으로 불평등과 차별의 문제가 발생한다. 본 연구는 링구아프랑카와 트랜스 링구얼 학술논점을 기반으로 국내 단일언어주의 정책의 단면들을 고찰하고 새로운 대안담론을 모색하여 우리 사회가 한국에 거주하는 한국인의 한국어만이 아닌, 또 다른 언어의 생태적 공존과 다양성의 문화를 허락하고 있는지 살펴본다.

In this article, we review studies on lingua franca and translingual practice to critically arguedominant monolingually orientedlanguage policies in South Korea. Previous empirical research on English as Lingua Franca (ELF), which refers to English as a contact language used between people who do not share common native tongue, shows that speakers bring pragmatic, discourse strategies and attitudinal resources to facilitate negotiation. Furthermore, translingual approach demonstrates that rather than depending on shared linguistic knowledge, multilinguals constantly cross borders of language and develop intersubjective norms by employing diverse semiotic and ecological resources. After reviewing the previous studies, we critically examined the issues of language policies in South Korea which are primarily based on monolingual constructs. We argued that monolingual approaches restrict the use of different languages other than Korean-only or English-only, and, therefore, discriminate even ELF and translingual users. Following this critical view on language policies, social inequality issues regarding monolingual approach on language assessment will also be presented.
